To enhance the management of provincial student enrolment capacities, most applicants are now required to include a Provincial Attestation Letter (PAL) from the province or territory where they plan to pursue their studies.


What is a provincial attestation letter (PAL)?


A provincial attestation letter (PAL) is an official document issued by a provincial or territorial government, serving as confirmation of their awareness regarding your intent to study within their jurisdiction. Furthermore, it affirms that your chosen program aligns with the region's immigration and labor market needs. Essentially, the PAL acts as an additional layer of assurance for Immigration, Refugees, and Citizenship Canada (IRCC) in the study permit approval process.


Do I need a provincial attestation letter (PAL)?

The PAL requirement applies to most study permit applications submitted on or after 8:30 AM ET on January 22nd, 2024. Notably, applications submitted before this date and time do not necessitate a PAL.


However, there are exceptions for;

1. Those who Are applying for:

- Preschool, primary, or secondary school (up to grade 12)

- Master's degree or doctorate program


2. Those who are already in Canada and meet one of the following criteria:

- Applying for a study permit extension

- Hold a valid work permit

- Are a temporary resident studying at a Designated Learning Institution (DLI) - as a visiting or exchange student

- Are a temporary resident who completed a prerequisite program for DLI enrolment

- Are under a removal order but cannot be removed from Canada at this time.

- Hold a temporary resident permit valid for at least 6 months

- Are a family member of a Canadian resident with a study permit, work permit, or temporary resident permit valid for at least 6 months

- Fall under specific exemptions like armed forces in another country under the Visiting Forces Act, an accredited foreign government representative, a participant in certain sports activities or events, a worker in Canada who is a member of a foreign news company, or a religious worker


How Do I Get My Provincial Attestation Letter (PAL)?

As of now, no standardized procedure exists for acquiring a PAL. Provinces and territories are actively developing their individual issuance processes, which are anticipated to be in place by March 31st, 2024.
