If you want a sincere answer, then the truth is CBN confiscates old and bad notes and hence there's a need to replace them..the printing new more notes is different from replacing old notes. The pictures you posted are replacement notes.

It was just basically credting account of Goverment or its agencies not tied to any securty or bond. Why was Buhari Govt looking for last minute approval for 22 Trillion naira from the senate.
