If you are denied an American visa multiple times, does it mean the applicant is unlikeable?

Getting a visa after rejection is not difficult, as long as you can justify your reasons for travel and provide the necessary evidence. Immigration will give you credit for transparency meaning u in a better position coz u told the truth. The applicant can reapply anytime by completing DS-160,form.
I hope this impress u so i can stand a chance to enter the *entry* wink

Visa officers enjoy something known as ''diplomatic immunity''.

They can reject you for reasons like sharing the same birthday with their ex, or that you are too good-looking which makes the visa officer feel insecure, and there is nothing you can do about it.

Since a visa is a privilege even if you over-qualify, the applicant will always be at the mercy of the visa officers in many cases. So do not take it personally, just understand that the game was rigged against you from the beginning.

If you are denied often ..... most likely a ban is in place. It is for you to inquire if there is a ban and for how long. They will eat your application fee every time fully knowing you would be denied.

Why not check on the documents you keep on submitting?

Some travelling agents are poor in preparing the right documents for their clients

Yes they are.

If you ask people whom have been denied US visa for example, they'll tell you that the consular didn't even check their documents. It's more like "try your luck".
