The GSMA is looking to hire a “Regulatory Affairs & Spectrum Policy Advisor” with an Africa remit and reporting into the "Director of Spectrum Policy" for Africa and the Middle East. The Spectrum Policy Advisor will work from the GSMA office in Nairobi, Kenya but also available to travel regionally and frequently. The Regulatory Affairs & Spectrum Policy Advisor will be a technically capable regulatory manager and very comfortable in quickly establishing relationships with a wide variety of people. Operating on an international level yet intervening on country or sub-regional basis, will anticipate and react to spectrum related policy and/or regulatory decisions. This role requires the ability to work on shorter term but highly complex regulatory in a wide variety of circumstances and systems. The Regulatory Affairs & Spectrum Policy Advisor will work closely with our African operator members and London-based spectrum team. The Regulatory Affairs & Spectrum Policy Advisor will provide insight, knowledge and analysis on the African mobile market. The Regulatory Affairs & Spectrum Policy Advisor will be required to co-ordinate and prioritize requests as well as execute other Programme management and administration tasks. From time to time, the Regulatory Affairs & Spectrum Policy Advisor will work more broadly with our regulatory team to support other GSMA initiatives. This may include Mobile World Congress, Government Mobile Forum or other industry initiatives. Key Responsibilities • Fact finding and reporting on spectrum related regulatory proposals across Africa • Organization of bilateral meetings, workshops on behalf of Director of Spectrum Policy • Liaise with GSMA spectrum marketing team as necessary • Undertake meetings with key technical personnel at regulatory authorities and/or Ministries of ICT on behalf of (or together with) the Director of Spectrum Policy. • Assistance in drafting and reviewing consultation responses for spectrum related regulatory and/or policy proposals in key markets. • Undertake to travel to attend regional and Sub regional events across Africa (ATU, SADC, EACO, ECOWAS) on behalf of (or together with) the Director of Spectrum policy.

Experience in media / PR is a plus. • A self-starter who is able to determine one’s own priorities and work remotely.
