In a recent discussion thread, concerning the one year anniversary of our current President, a lot of people ave complained that he has not achieved much, others have said he has achieved so much while some said he just appears not to be "around" at all. The job is definitely not an easy one but some have also opined that "Any bird that cannot carry a chicken, should not lay claim to be an Eagle"! For such people, a Commander MUST Command.

If you're made the President and Commander-in-Chief (C-in-C)of this country, what would you do within one year? What would will be your priority? How would you go about it?
Lets just "state our own ideas, methods and process" below.

Everyone has different ways of solving a problem thus, dont start insulting someone simply because you think their ideas does not agree with yours.
Just state your own.
PLEASE KEEP IT CIVIL, DEVOID OF ANY TRIBAL FISTY-CUFFS...and last but not the least, dont insult our C-in-C.
He represents a position, our National Sovereignty!. I know how you feel, all the same.

Lets me start with the POLICE FARCE!
If we don’t solve the “Police Problem”, Laws would never be enforced in this lawless country and if that being the case, corruption cannot be fought in anyway! With corruption as it is, development of any kind, would just be starring at us, from a mile away. And with no development, we will continue to sink deeper and wallow in poverty (at least the majority) while the rest of the world make comedy films out of us and re-inforce the stewpid theory that black people inferior by nature!
So, whether we accept it or not, the Police is our WORST ENEMY! We only relate with them (as they are now) for now, cause we have no choice!

*As C-in-C, l will start by first using my executive power to "appoint" a competent individual (Not the most senior thieving Police DIG, not even necessarily a Policeman, just a dedicated, disciplined and focused person) and give him a "performance-based", very clear and measurable mandate to reform the Police, within a time frame of One year.
*Lets take it that such person is also empowered by Presidential decree/ executive power to do his job as required. I call that person "Super I.G" (SIG).
Let me be such appointed person, for now and the Police Reform will be my first assignment.
Here we go.
COMMAND STRUCTURE:
*SIG will run Police like a PLC Company, in terms of structure (as against profit making). He hand-picks twelve TRUSTED ASSISTANTS on rolling eight months contract-basis (Two for each of six Geo-political zone) and a basic element of each contract is immediate termination and/or prosecution for non-performance or breach of code of conduct. Same principle applies and trickle downwards for any "hand-picked" person. This is to ensure flexibility, responsibility and accountability. Each "pair" in turn, hand picks twelve men for each of the six zones. These will be the supervising State Commissioners (and a Deputy) (Civilians Executive Secretaries, that is two for each state.)
Performance and delivery of "Set Milestones" will be their brief.
. They also have the power to immediately fire and submit for prosecution, those below them, if they fail in their duties.

SIG sets to work:
WELFARE ISSUES:
*SIG immediately awards the building of new Police Stations, standard ones equipped with Wireless Radio connectivity with each other, Laptops, desktops (networked and connected) and Walkie-Talkies for each officer, across the nation. Each station is equipped with CCTV monitoring stations (each room there-in is also covered with at least one camera), Back-Up Power Generating Sets and other amenities like Rest room, Store, Locker Cupboards, air conditioners, e.t.c

*SIG awards contract for the building of modern Hostels for officers on "outside station duty”, to be used and surrendered once such duty terminates (no family members allowed...(end of all those bar.sta.rd police-children-turned-armed robbers!)) and passes a law that no Policeman should serve outside his STATE for more than three months except on "special undercover duty".

*SIG gets and approves the increase in Police salary to be at par with that of Doctors or other professionals; minimum 150K monthly. He also establishes "clear-cut" path-way for reward and promotion based on "exemplary performance". Promotion is no longer based on “number of years” served.
*SIG recruits 15,000 to 25,000 GRADUATE POLICE OFFICERS for every state, based on the state’s population (Lawyers, Engineers, Doctors, Psychologist, Architects, Scientists, e.t.c. Every discipline has a use and need, in the force. (This alone will solve half of our "youth unemployment" problem). He kits them fully (Radios, Boots, Bullet-proof Vest, Baton, Pepper Spray, "Cuff-links" grin and a very attractive White Shirt over Navy Blue Trousers, with a matching jacket (4-pairs for each officer). (Only "Special Crime Units" will carry Weapons). Each officer, as part of his Training (at least three months every year for the first five years in service)is trained and must excel in Hand combat and self defence. This is what he will use in dealing with “ordinary street criminals and thugs; other serious criminals like kidnapper, drug dealers and armed gangs will be handled by localized “Fully armed Special Crime units” who wont be saddled with daily street patrol. They will be “radioed-in” on demand. No more accidental discharge! Every bullet expended MUST be accounted for, every day.

*SIG ensures continuous recruitment of the best brains (and who have the right motivation to fight crime), from our higher institutions, with thorough background checks to replace those that will definitely "fall short" of expected standards as time passes.
*SIG ensures that the Force is equipped with squad cars at a minimum rate of three-officers to one car. He signs a contract with say Toyota or Peugeot , to supply, repair and replenish squad cars as they run-short, develop fault or die-out! Fueling should be a matter of "Paper work" only (Fuel Station records Reg. Number, Odometer Reading (to guide against "fuel suckers"!), let officer Show I.D and sign. Payment will be made from 'Central Office' after proper verification)

DISCIPLINE
SIG RETIRES ALL NON GRADUATES and all officers at Commissioner-level and above, currently in service (He will pay them their full entitlement and they have the option to retrain as Private Security men or learn a Trade as they settle down to civilian life).

*SIG makes each serving officer to declare his net-worth and total assets. Any Assets found out and not declared is immediately confiscated, one year jail term for offender and a fine of 10% niara value of such asset must be paid to government to offset imprisonment cost of such officer. Immediate dismissal from service to follow. All the ill-gotten assets of previous I.G’s and other serving officers (from illegally acquired Okadas, to illegally built mansions in Abuja), will be confiscated and sold to the Public at market price
*SIG ensures new recruits know exactly who is the Boss ---- THE PUBLIC! Yes, they are recruited to serve the Public, with respect and courtesy but must uphold the law with firmness! “To Serve and to Protect” will be given real meaning and enforced at all levels.
*SIG sets-up a Police Ombudsman body to examine and put to trial, complaints against Police officers, from members of the Public. Immediate dismissal or Promotion, is one of the recommendations of the body.

*SIG seeks and get the collaboration of "experienced outfits" like the MET Police (on a Government-to-Government level) to assist in training our officers in areas like “Canine (dog) Units” and other specialized areas. Officers are also sent on "exchange program” to deepen their knowledge.
*SIG ensures that "bulk" of the officers (especially those that will be involved in Policing the community, those that do foot/bicycle patrols in neighbourhoods), serves in his area, where he lives, where he is known and where he knows the terrain properly. He knows the thieves and they know him, if something gets amiss, let us see which excuse he will give for not solving the crime ASAP, before he is charged for dereliction of duty!. Of-course, the "Service" will also develop multi-pronged strategy to ensure that corrupt/compromised officers are weeded out as quickly as possible, using special "Sting Units".

*SIG ensures that Mobile Telecoms Companies cooperate in ensuring that 911 0r 999 0r 111 emergency numbers connect as priority, at all times. Every "emergency call” must be responded to immediately by officers nearby.
*SIG awards contract for installation of Street-level CCTV, connected to each station by Radio Signals, powered with Solar Energy. (Pending when The declared emergency in the Power Sector is given the same "radical approach", as the Police Reform).

*SIG ensures that each contractor gets 50% fund on approval, has access to the balance anytime during the job and MUST work to a time-table without any excuse. Any defaulting contractor who "acts funny" is giving the "Kirikiri treatment" while his assistant is given the go-ahead to continue where his Oga stopped! smiley. All these would have been explained properly at the Contract tender-stage such that each contractor knows what they are signing for (l bet not many contractors will apply for a job here, except the serious ones! grin )

*SIG will do a "Performance Review" every three months while the C-in-C will do same for the SIG, every six months. With the adequate remuneration in place, we will surely have a queue of “reputable individuals” waiting to take over anyone’s job, even if just to prove they can do better but the crooks will not feel so encouraged as they know that severe punishment awaits anyone caught pants down! I will encourage Public office holders to adopt a system of the Japanese: Fall on your own sword, if you fail the Nation! Otherwise, we would put you to the sword in public. Suicide by Public officers, will become very fashionable as well! Just imagine the Minister for Power committing suicide if he does not deliver on the promised 1200KVA Plant by December 2012? Nice, ain’t it?

Worthy of note is that "Funds' is usually a major issue here.
C-in-C would create a special account called "Police reform fund", where 1% of crude sales s accrued, on a weekly basis. Proper "paper trail" of income and expenses MUST be generated and circulated to appropriate audit authorities. Any sharp practice will result in firing squad for offenders, no long story! At least our “pot-bellied” Army personnel will have their hand full, for once in a long time and our kids will have something more entertaining than “home video” to watch on Fridays…and they will also learn early in life that crime pays, as long as the currency is in ‘bullets”! As a kid, l watched “Oyenusi”, “Mighty Joe” and a few other notorious criminals hug a bullet at Bar Beach and that alone has instilled in me, respect for other people’s sweat.
Once the Police has reached an appreciable level of reform, we move next to the Judiciary (and a lot of these useless "Ghana must go" Judges will go to Bar Beach firing range and long term imprisonment!)

In parallel with judges, we will take a good look at "NEPA" and asked all saboteurs to voluntary resign immediately or be ready for a twenty-five years imprisonment with hard labor! Some would go, seeing that the government is "serious" about eradicating corruption (check out the Buhari/Idiagbon regime and their war against indiscipline! I saw Nigerians queuing-up and not throwing paper on the ground anymore, even without anyone watching!). The "hard ones" will linger behind and end-up in jail or get tied to a barrel at Bar beach, no doubt.

By hook or crook, we will have steady power supply within one year; we will build new Power stations (smaller ones for rural areas and let each state manage its own generated power and sell at its own commercial rate) that everyone can see as it progresses and we will have Turn-around maintenance (TAM) that everyone can notice (even if we have to put a camera on the site and broadcast live pictures!). Everyone will get the electricity they pay for as every house will have a “Pay as You Use” Card Meter. No credit, No Electricity! We no send. Cost will be reasonable anyway.

We will completely ban importation of Fuel generators by individuals. Govt will buy-up or confiscate all "for sale" Generators in private hands immediately and "issue out" (through a single Agency) to the Public at give-away prices, starting from people in the Villages! We know that very soon, it will become obsolete! grin especially in the cosmopolitan areas. We will deal a very heavy hand of Prison term on anyone found to have collaborated in ensuring that Nigerians are in darkness all these years, especially if they have ever worked for NEPA ---firing squad, straight if you worked in Nepa and imported Generators or Transformer at the same time!

These ones will then be followed by the reform of "Govt Agencies" like Customs, Immigration, Port Authority, e.t.c . By the time we even reach these ones, judging by what has happened in say the last 18months, hardly will we meet 50% level of staff in the place. We will have to beg Nigerians to please come and work in Govt Agencies! We will pay you well and salary will come latest 23rd of every month (like in the 70’s) but just try and steal public property or abuse your office…..God help you.

Death penalty at Bar Beach and other major open places will be used to "re-align" peoples thinking to "Put Your country first" and you can bet that every Nigerian, anywhere in the world, will be proud to say I am a Nigerian, within three years!

Anyone that knew how and what “Oshodi” in Lagos was, before Fashola became Governor, anyone that knew what and how Central Lagos (Isale Eko Area) was before he became Governor, and sees the same areas today, will agree with me that "where there is a will, there is always a way"!
Nothing is impossible for a Commander-in-Chief, except if l want to be a weakling!

I will ensure that ibb,atiku,obasanjo,danjuma,buhari,odili and their cohorts are prosecuted and sent to jail or death sentence.
I will withdraw their oil license and cease their travelling documents.
