It's a form of written language for people who are blind, those characters you see on the Naira notes are simply meant to represent patterns of raised dots that are felt with the fingertips, this help to differentiate between the different notes and their respective values.

So why are they not on other notes like N100, N200, N500 and N1k?

I think it's for visual identification. Some people may not recognize or understand numbers, but could understand shape.
