Ordinarily, It means that the military would take over the civilian regime.

However GEJ version which is more democratic I must say, the governors are to continue with their legally appointed roles as public office holders, but they have no say in security whatsoever, as their powers have been relinquished to the military administrator appointed by the chief of defence staff. Who now has sweeping powers in the 3 affected states.

- Governors and political office holders in the affected states to continue in the execution of their offices

OK. I guess he didn't want to do it the OBJ way; but the military will be the lead agency in handling security. Therefore, the governors will temporarily not be the "Chief security officers" of their states.

This is State of emergency with human face. GEJ greatest undoing is his humility and his gentle approach to burning issues and which is interpreted as stupidity by some ne'er do well.

All democratic institutions should have been suspended!

But since it's synonymous with military action, it is a good move!
