How can you ask anyone to point out the corruption or fraudulent practice in the procurement of the BMWs in question? Are you a dingbat? Are you not bothered by the incredibly inflated amount paid for these cars? Does it bother you at all?

Nwanne, what has twisted you out of human form? I know you should agree with me that paragon of beauty such as Stella Oduah deserves more than two armored BMW 760Li cars.

I do not need to work with any entity within the junkyard called Nigeria to understand the discipline demanded by budgetary process. I asked people to proffer an iota of corruption or fraudulent instances in the procurement of the two BMW cars by the ministry aviation because preliminary findings suggested otherwise.

Of course, Biafra should not have such problems because such cars would have been assembled, if not manufactured in Biafra. However the instances of having the cars assembled or manufactured in home country such as Biafra can not be said about cesspit called Nigeria.

By the time this issue is brought before a panel, all these rough edges and clauses will be smoothened out and interpreted. It is then and only then we can assert that she is guilty. But if she is, by God let her pay. Each one of us pays too, in our businesses or jobs irrespective of tribal affiliations or are they gods up there?
She is just a suspect for now though.

Mr. Budget, have you heard about budget modifications? Now I know additional reasons Nigeria will never see development. Nigerians are ignorantly myopic due to undue tribal pressures. Whether the ministers or heads of departments had sole autonomy to manage budgetary allocations or not, the ministries, agencies and governmental departments must be audited not only by internal auditors but external ones.


I am not an expert on budgetary matters but not a novice either. There are delegated authority granted to departmental heads to approve certain changes in budget and a 10% budget modification rule. However, I do not know what is obtained in the cesspit called Nigeria and I do not give a hoot.

I guess what you termed as “change management process” in your post is a mere letter or petition to the appropriate quarters. So far, the loudmouthed punks have not proffered an iota of evidence to show the purchase of two BMW cars are not according to the budgetary limits of ministry of aviation.

Back to the topic, autonomy can be defined as the ability to independently make decisions and take actions for authorizations, appropriations and changes where required. Sole autonomy further reinforces the right of a person or entity to absolute decision making. To this end, Ministers or Heads of MDAs do not possess the autonomy to run their portfolios as a personal affair. They are governed by the laws and policies guiding their respective establishments in accordance with the Constitution of the Federal Republic of Nigeria. The functions of these Heads consist of (but not limited to) directing, coordinating, managing, leading, mentoring and positively driving the affairs of their agencies to meet the strategic objectives they were set up for. This also includes accountability to a higher authority. This is why anyone at this exalted position can be fired for poor performance. This is why Nigerians/the populace being the lead employer can demand for the resignation of an erring Minister. Thus, kindly be guided that no Minister has the autonomy to act outside the scope of the approved budget.

Change Management Process is a project management terminology for procedures requisite to effectively manage a 'Change' to the performance measurement baseline (scope, budget, time). In this case, it is expected that if there is a need for an amendment to the budget, a supplemental appropriated budget will be presented for approval before implementation or execution. Any budget modifications without approval is not best practice and should attract a consequence.

I have read other articles that allege that there was no aporoved budgetary allocation for the purchase. NCAA should collate the facts for perusal beyond word of mouth.

Furthermore, if tendering or bidding is mandatory as a statutory process for procurement within MDAs, it must be duly adhered to with support from other relevant agencies. Monopoly of an item does not necessarily invoke violation of due process through single sourcing. A thorough process would have seen Cosharis submit a tender or bid for the procurement of the vehicles in response to an invitation to tender or request for bid publication. The completion of the process may have shown that no other firm expressed interest OR may have clarified Cosharis as the most competitive bidder.

Notwithstanding, the key issue lies in the morals behind the purchase. Is an appointed Minister entitled to such luxury at tax payers expense? If all Ministers of her ilk tow her line, what will be the impact?

Personally, the Minister in recent times has not exuded apt technical understanding of what her job functions are. The primary objective of monitoring and controlling the sector for air safety and better customer service to the populace is being traded for administrative cosmetic surgery of existing airports.

She is not alone in this charade of poor performance. 80% of the Ministers under this administration have performed below par.

Your professor of lies has, am sure, seen the statement of the director of NCAA, who is a Yoruba man, indicating that all due processes and budgeting were followed in the procurement. Further I have provided a genuine quote showing that outside of taxes the vehicles are priced at almost $600,000.000 as against $ 800,000.00 for which it was bought in Nigeria. The difference is covered by taxes, logistics of delivery, and the profit margin of the Nigerian seller.
How else do you hope to convince are properly learned man that no abnormality has occurred.

While it might sound strange to normal folks, armouring a vehicle is a very costly venture as very special alloys are used, and various panels are made of specially thinned planes assembled into a tight multi-layered super structure. Even the glass is made in this way, hence armouring a car is not just one of the usual upgrades you get on standard vehicles.

Designs, scopes and targets are never truly static, but must be planned to accommodate changes.
Hence every plan makes allowance for contingencies.

The change management process you referred to is designed to accommodate changes of such magnitude that planners could not have captured effectively in contingencies.

I am just telling you that having items outside the budget is not illegal, and is inevitable. The question should be whether they are of such magnitude as to necessitate kick starting a change management process. Some one in another thread has indicated that NCAA budgeted over 4 billion naira for car maintenance, I doubt 255 million naira is enough to upset there budget. But to rest your fears further, the Director of NCAA in an official press release indicated that the cars were properly captured for in their budget. I hope you will hence forth make more agreeable posts instead of aiding those who spread rumours

Thank you for your epistle which to me was not necessary.
My point on contingency was just to counter your erroneous claim or rather impression that all items not listed in the budget must be taken through a supplementary budget approval (see quoted excerpts from your post below). So you have just confirmed my point that supplementary budget is needed only when items have not been possibly captured under contingencies by planners. That is a direct tacit implication of known and unknown risks.

I gave you the figure on maintenance as an indication of the magnitude of the ministry's budget so you can realize that N255 million might not be so significant to their operations if it will save them significant maintenance cost. That is cost management my friend.

But beyond that, it is not the job of the NCAA to come and prove to you that they have a budget when they have told you they do. If you doubt them, then carry out your own investigations and disprove them with facts not hearsay.

Okay, let me address those who claim that Stella should be replaced with another from SE.
My question to you is this: Since Bart Nnaji was replaced, can you say in all honesty that his replacement is better?
Second question, how many replacements have turned out better than original ones? Most of the time, replacements are used to do hatchet jobs.
Mark my works, any replacement in the aviation minister position will stop Enugu international airport development, because THAT IS THE ONLY BONE OF CONTENTION.
The question is how do we Ndigbo react to such?
For me, if Jonathan does this, I SHALL STOP SUPPORTING HIM and mount a serious online campaign to ask Ndigbo to sit at home in 2015 presidential polls. We are not fools, and YES we have a choice!

Leave Stella alone!

Generally speaking, women tend to suffer from the affliction of compulsive greed to a far greater extent than men, all else being equal, but most notably, FAT women with cavernous nostrils tend to exhibit the most pronounced instincts to steal at the drop of a hat, ironically coupled with an amusing inability to conceal those brazen crimes of embezzlement from the public.

The toad-in-a-dress who has most recently been imposed on Nigeria's aviation ministry, most likely in direct exchange for copulatory privileges bartered with a pot-bellied government official, is a case in point. Looking at a photograph of Nigeria's current Aviation Minister, the key attributes that predispose women to financial crime, namely a monstrous lard-asz, a triple chin with shaving stubble, and nostrils wide enough to comfortably park a pair of SUVs, are immediately apparent.

It is therefore no surprise that the "Fat Cow" syndrome has indeed manifested itself in the grossly inflated price of those bullet-proof BMW cars that were "secretly" ordered for the dishonorable minister to enjoy while in office, and then to drive home after being booted out of office, thus converting government property to private loot that can then be re-sold for cash.

Beware the ugly fat ho' with the huge Jay-Zee nostrils, and hold tight onto your wallet when she walks by. A word is enough for the wise.

Laughable! Stella is a goner and a stale news. Stella is representing a state in Federal Executive Council. Her replacement will come from that state. When Barth Nnaji was fired, he wasn't replaced with a Yoruba or Hausa or Fulani or Ijaw etc. He was replaced by a fellow Igbo from his state. So, I don't understand this mentality of Yoruba and Hausa working against you when the very replacement for this woman is 100% certain to be Igbo!

Even when Festus Odimegwu, a fine gentleman whose only undoing was talking too much, was removed, his replacement (in acting capacity) is still an Igbo. So what's the fuss about! It's not like others are taking anything from you. We should all condemn corruption, fiscal irresponsibility, abuse of office and conflict of interest when there is one. We know there's tribalism in Nigeria but we should all have an irreducible minimum that can't be tolerated. There is not one strand of logical point to defend Stella. On moral basis, she is standing on a shaking ground. On legal basis, she is completely wrong. So why are you defending her even in the face of preponderance of very damning and damaging evidence?

As regards your EZE ONLYLIES's pedestrian central thesis that Stella is being hounded because of international airport in Enugu, one would think there was only one airport in the country before. If Port Harcourt, the oil capital of Nigeria, did not upset traffic in Lagos, Abuja and Kano, what exactly is in Enugu and it's environs that presents such a threat to Lagos, Abuja and Kano airports?

Stella is a thief. She should be sacked, prosecuted and sent to jail for criminal abuse of abuse.

Prof Corruption: Does she have power to authorize purchase of cars running to $1.6 millions without an approval by the Federal Executive Council?
Can she authorize expenditure to the tune of N255 million without approval by FEC?
Is there a provision for the purchase of these cars in the Ministry of Aviation's budget for 2013 fiscal year?
What do we call extra-budgetary expenditures?
Was there a tender or bid process as itemized in due process of public procurement in Nigeria?
Where was it advertised before Coscharis was chosen for the job?
Is she even entitled to buy a personal car considering the monetisation policy in operational at the moment?

What about the criminal dimension of inflated costs?

When corruption is reported in any government, the onus is on the leader to confront it headlong to prevent entrenching impunity. Obasanjo took the following actions:

1. Fabian Osuji was sacked for corruption related cases.
2.Sunday Afolabi was disgraced and was rumored to have committed suicide when the shame was unbearable for him.
3. Adolphous Wabara was forced to eat the humble pie.
4. Osomo, former housing minister was sacked for corruption related cases, an opening that allowed Mimiko to be appointed a minister.

Yar'Adua asked Grange, former health minister, to resign immediately when allegations of corruption were made against her.

You can't prevent anyone from being corrupt, but when a case of corruption is reported, the onus is on the leader of such administration to act.
This is even beyond Stella Oduah, the case in point is the credibility and integrity of this administration. We are saying Jonathan should even pretend for once that he's fighting corruption? This is a test case for him. It's a complex case of profligacy, criminal abuse of office, conflict of interest and cronyism woven into one disturbing narrative of unbelievable impunity.

Of course, tons of emotions can be shed on why Yoruba "hate" Igbo or why Igbo are being "persecuted". But did Yoruba force her to acquire such cars?

Onlytruth: This woman's ONLY crime is the internationalization of Enugu airport -nothing more!
She is the only minister of aviation courageous enough to give Igboland an international access, and haters have been having SLEEPLESS NIGHTS over this. She must have received threats to her life because of this, hence the purchase of bullet proof cars for herself and her foreign visitors.
Who can blame her for this, except those we are after her life for trying to equalize the country?

I hereby advise every person who would benefit from Enugu International Airport to stand FIRM and so NO to blood hounds who are baying for her blood!
This is not time for foolish patriotism: but who is patriotic in Nigeria except those fleecing and milking her dry anyway, those who feel that they captured the country and must dictate who gets what?

Nothing must happen to Stella Oduah. She is a GREAT minister and public servant. She has achieved more than those before her.
Jonathan must NOT listen to those who do not plan to support him in 2015 anyway. Removing Stella Odua can cost him Igbo support.

The Op (OnlyTruth, Eze Ndi Igbo III Nairaland) is right, and he speaks for us, Nairaland Igbos who elected him in a free and fair election.

This ish is not about fighting corruption, as it is clear that there is no corrupt practice involved based on the explanation of the NCAA Director Fola A. This shenanigan of attempting to brute force the honorable minister to resign is part of wicked and Machiavellian practice of those aptly deemed the problem with Nigeria, by the current Central Bank Governor.

Overtime these loquacious people, pretending to be what they are not, are wont to use the pull-him-down tactics against people or project that are deem unfavorable to them. In this present administration, we have seen them harangue several hard-working ministers and government officials who are not from their zone. We have seen this done to Dezieane Allison - the Petroleum Minister, Ngozi O Iweala, Barth Nnaji (who couldn't stand it), Ihejierika the COAS and host of others. Now the same wicked tactics is being brought to bear on the Aviation Minister, who is also a stand-out performer especially in light of the ineptitude of those before her.

The idea is to ensure the President is stripped of capable individuals involved in decisive project, in order to ultimately turn the hands of clock backward, introduce confusion and then turn around in gleeful vindication that the the president is clueless, and not working. We know the drill!

I therefore join the Op, and other patriotic posters in asking the Minister to call the APC/Tinubu and some wicked yorouba people's bluff and Stand Her Ground as she done nothing wrong. These people are the problem with Nigeria indeed, with their Pull-Him-Down attitude.
