I think basically they differ in so many ways 1. Non use of terrorism, that is the deliberate targeting of civilians to make political statement. 2. Had consensus amongst the people, 3. Legitimate reasons to oppose the govt. Like high taxation, oppression. 4. No mechanism for resolving the difference. 5. Widespread discontent amongst the governed. 6. Knowledgeable and well versed in the understanding of the shariah. 7.
