Oil marketers have not resumed importation of petrol despite the increase in pump price, TheCable understands.

A government official who spoke with TheCable described it as “a stab in the back” – as another fuel crisis looms.

The Nigerian National Petroleum Corporation (NNPC) had been the sole importer of PMS but a crippling crisis ensued as the corporation could not get enough foreign exchange from the Central Bank of Nigeria (CBN) at the official rate of N197/$1.

The corporation was also overwhelmed by the volume of importation.

To resolve the crisis, marketers – who stopped importing petrol in the last quarter of 2015, blaming lack of policy clarity – were invited to a round-table by the federal government.

“We reached a number of agreements. One, they would source for forex from the secondary market. Two, the pump price would be adjusted upward to allow them recover without subsidy,” he said.

“In reaching the agreement to increase the price from N86.50 to a maximum of N145 per litre, we worked with a rate of N300 to $1, although the interbank rate is N285, and that is the secondary market where they were to source forex.

“We also agreed to clear subsidy arrears running into about N50 billion, which had been outstanding since 2015. All agreed, and government went ahead to announce the price increase.

“We also paid the subsidy arrears. All of a sudden, the marketers started saying they needed forex from the CBN again. They are yet to resume importation, and what the NNPC has in stock cannot last the distance.”

While members of Depot and Petroleum Products Marketers Association of Nigeria (DPPMAN) would want the federal government to make forex available for them to import petroleum products, TheCable understands that members of Major Oil Marketers Association of Nigeria (MOMAN) are more disposed to the introduction of a second window of forex rather than seeking the hard currency from CBN.

The CBN has already hinted about the introduction of a secondary window, where autonomous sources of foreign exchange will channel their funds and trade at a rate closer to market realities.

While the official rate is N197-N200, interbank is N285 and black market is averagely N345.

There should be a clear consequence for the marketers to renegade on the agreed terms. The government shall be ready to deal with anybody that is trying to cause another scarcity. After giving what seems to be the final solution Nigerians are not ready for any other story.

the marketers can never survive without subsidy, that's what has been keeping them in business for so long which also makes them credit worthy to banks, now that subsidy is gone, most of them will wind up soon. Only the major marketers can survive post subsidy regime.

Most Nigerians don't understand this. The only solution to the fuel crisis, is working refineries period.

all these removal of subsidy will not work (subsidy has not been removed according to our vp). The increase in fuel is only due to increase in dollar rate. Subsidy is still there oooooo

U really don't get it do u? There isn't enough forex by black markets to see to all their needs. U really have to maintain the BOP, u don't want it in deficit. So, u can't get more than what we have as external reserve.

If u understand the principles of balance of payment, then u will understand what I meant.

FG are so daft.

1st u calculated @ d template of 300/$ to arrive @ N145. Good.

2nd, u allowed the value of naira to dollar to be determined by the market when u really don't have enough dollars to go around. In this case, the demand outweighs the supply, automatically, the price will increase which means, if it increases and the marketers are able to get fx finally @ above 300/$ will they still sell @ N145?

FG make una ask una selves that question.no business man will want to be @ lose here.


The problem of this govt is that they make policy "A" today, and then they make policy "B" the next day, a policy that will counter policy "A" entirely.

Their inconsistency has made everyone to stand and be watching them. They are not organised @ all, CBN governor, finance minister, petroleum minister. Are all working differently, they should be working together to avoid this their policy and counter policies.


To me, this government in power is not competent enough to run the affairs of this nation.

In three days, it will be one year since APC wrested power from PDP at the Federal level. Yet, there has been no significant improvement in the quality of life in Nigeria, rather we have seen a sharp decline in all spheres of life.

Power generation is at an all time low, so is crude oil production, the economy is regressing as well. Security is still poor in Nigeria, corruption is still rife amongst Nigerians and our Education system is at its worst since independence.

For the sake of our future generations, let us all ask our leaders (PDP and APC)to proactively tackle the myriad of problems that are currently beguiling our nation.

It is time to wail

Companies like Oando,Conoil, total etc who have Upstream subsidiaries, avengers no go let dem even get any beta dollar revenue to sell to their downsteam entities.
