not necessarily, there is no exact age it'll kick in.
your dog may even start showing it a month from now or 3 months from now, just relax.
you shouldn't be judging how your dog will be as an adult when it's 4 months old

also one thing you need to know is that the bigger the breed, the slower the development.
which is why most people that complain about puppies not showing aggression are large/giant breed owners.
a 4 month old gsd is more mature than a 4 month boerbel
you have to wait till the dog is mature before you start making any conclusion.
at 4 months your dog is still a baby that wants to play, relax and let it grow, it's too young for you to start complaining online
