It simply means that in war, any measure you take against your opponent is 'fair', even if it goes against established conventions. E.g. the blockade and ensuing starvation of Biafrans during the Nigerian civil war. Same for love. Any measure you take to win or sustain a crush's love, no matter how irrational it might seem, can be justified.
