What you don't really understand in free education is that money is not being generated from the students and the teachers would be paid at the end of the month, meals, books and uniforms would be provided by the ministry. Instead of your appreciations and prayers to the ministry, all they get from you is criticism. Does your Govt that collects VAT, run free education?
