Michael McGarrity was named assistant director of the Counterterrorism Division in February 2018. Mr. McGarrity had previously served as the special agent in charge of the Criminal Division of the New York Field Office.
Mr. McGarrity joined the FBI in 1996 and began his career in the New York Field Office, where he investigated violent gangs, Colombian drug trafficking organizations, and international money laundering networks. After the terror attacks on September 11, 2001, Mr. McGarrity transferred to the New York Joint Terrorism Task Force, where he investigated international terrorism matters.
Mr. McGarrity has held a variety of leadership positions throughout his career, including as FBI detailee to the CIA’s Counterterrorism Center and the FBI’s deputy on-scene commander in Afghanistan. Mr. McGarrity also served as the supervisor of the FBI’s extraterritorial investigation squad in the Washington Field Office, the director for counterterrorism on the White House national security staff, and as the FBI’s legal attaché in Switzerland.
He was also the first director of the Hostage Recovery Fusion Cell, where he led national efforts to secure the safe recovery of U.S. nationals held hostage abroad.
Before joining the FBI, Mr. McGarrity was a prosecutor in New York City and an economist for the U.S. Department of Energy. He obtained his law degree magna cum laude and undergraduate degree in economics from The Catholic University of America. Mr. McGarrity also attended Harvard University’s Kennedy School of Government Senior Executives in National Security program.

Authorities investigating the alleged abuse of six children found with two men in a Tallahassee, Fla., park discovered materials yesterday in the Washington area that they say points to a 1960s-style commune called the Finders, described in a court document as a "cult" that allegedly conducted "brainwashing" and used children "in rituals."

D.C. police, who searched a Northeast Washington warehouse linked to the group, removed large plastic bags filled with color slides, photographs and photographic contact sheets. Some photos visible through a bag carried from the warehouse at 1307 Fourth St. NE were wallet-sized pictures of children, similar to school photos, and some were of naked children.

D.C. police sources said some of the items seized yesterday showed pictures of children engaged in what appeared to be "cult rituals." Officials of the U.S. Customs Service, called in to aid in the investigation, said that the material seized yesterday includes photos showing children involved in bloodletting ceremonies of animals and one photograph of a child in chains. Customs officials said they were looking into whether a child pornography operation was being conducted.


According to court documents, computers and software were seized from the warehouse, from a Glover Park apartment building and from a van that was recovered in Tallahassee along with the children.

Yesterday's disclosures about the mysterious group grew out of an investigation that was set in motion Wednesday by an anonymous call to Tallahassee police about two "well-dressed men" who were "supervising" six disheveled children in a neighborhood park. The men were arrested and charged with child abuse, according to Tallahassee police.

Their links to the D.C. area have led authorities into a far-reaching investigation that includes the Finders -- a group of about 40 people that court documents allege is led by a man named Marion Pettie -- and their various homes, including the duplex apartment building in Glover Park, the Northeast Washington warehouse and a 90-acre farm in rural Madison County, Va.



Tallahassee police, who arrested and charged men identified as Douglas E. Ammerman and Michael Houlihan with child abuse, contacted D.C. police Thursday in an attempt to establish the identities of the children. They learned that D.C. police had heard of the Finders group, according to Tallahassee police spokesman Scott Hunt.

No other member of the group had been located last night, police sources said.

According to U.S. District Court records in Washington, a confidential police source had previously told authorities that the Finders were "a cult" that conducted "brainwashing" techniques at the warehouse and the Glover Park duplex at 3918-20 W St. NW. This source told of being recruited by the Finders with promises of "financial reward and sexual gratification" and of being invited by one member to "explore" satanism with them, according to the documents.

The disturbing trend of minors going missing for the weekend, and returning home in time for school on Monday morning is continuing.

It is a phenomenon that Betty-Ann Blaine, founder of advocate group, Hear the Children's Cry says has developed over the past two to three years, and which parents and caregivers say places them in a peculiar situation as they are unsure whether to report these children missing.

Blaine told the Jamaica Observer that her organisation had become aware of the new development through the over 150 follow-up calls it makes to families and caregivers each month. The average age range for children reported missing is 14 to 17 years old.


“The parents are telling us that there is a new phenomenon where the children go to school on a Friday, pack clothes in school bags, and they don't come back until Sunday, sometimes Monday. It's quite a serious thing. Parents are oftentimes conflicted, they don't know if they should report them missing or not,” she said.

According to data the Observer received from the Child Protection and Family Services Agency (CPFSA) for January to October last year, 1,334 children were reported missing, and 71 per cent, or 942 of them have since returned home or were recovered.

Five of the missing — including three girls — were found deceased.

OTTAWA, Ontario — The announcement last month that the remains of 215 Indigenous children had been found on the grounds of the Kamloops Indian Residential School left the nation reeling.

Flags throughout Canada were put at half-staff and impromptu memorials consisting of children’s moccasins or shoes, often marked with “215,” have sprouted, including one in front of Canada’s Parliament building here.

“A lot of survivors, my relatives, they’ve been saying this for years and years — that there was a lot of death, there’s a lot of unmarked graves,” said Perry Bellegarde, national chief of the Assembly of First Nations, the country’s largest Indigenous organization, referring to children who were taken from their families and forced to attend Canada’s notorious residential schools such as Kamloops to assimilate into Western culture.

“But nobody ever believed the survivors,” he added. “And now with the discovery of the grave site at Kamloops, it’s just horrific, it’s tragic and it’s painful.”

An estimated 150,000 Indigenous children passed through the schools between their opening, around 1883, and their closing in 1996. Since taking office in 2015, Prime Minister Justin Trudeau has prioritized putting in place a list of 94 actions for commemorating the students and improving the lives of Indigenous people. But Indigenous leaders believe the government still has a long way to go.

The discovery of the graves has given new impetus to the nation’s debate on how to atone for its history of exploiting Indigenous people. Many are asking how so many children could have wound up in that burial space.

"The worship of Pan sometimes included ceremonies involving drinking, sacrifices, and ecstatic rituals including nudity and sex. This worship usually took place outside the city walls, in caves and other natural settings," said Michael Eisenberg, director of the Hippos-Sussita Excavations Project, in a statement.
