Human trafficking is an insidious crime and a fundamental human rights violation involving acts of abuse and violence against adults and children across our nation. The exact number of human trafficking victims in the United States is unknown because of the hidden nature of this crime, differences in definitions, methodologies, and nomenclature that jurisdictions and professionals use to describe sex trafficking crimes and their victims. In response to this horrific injustice, a presidential proclamation was issued on December 31, 2019, to recognize January 2020 as National Slavery and Human Trafficking Prevention Month.

The U.S. Department of Justice defines human trafficking as a crime that involves exploiting a person for labor, services, or commercial sex. The Trafficking Victims Protection Act of 2000 and its subsequent reauthorizations define human trafficking as:

(A) Sex trafficking in which a commercial sex act is induced by force, fraud, or coercion, or in which the person induced to perform such act has not attained 18 years of age; or

(B) The recruitment, harboring, transportation, provision, or obtaining of a person for labor or services, through the use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery. (22 U.S.C. § 7102(9)).

While gangs have historically focused on drug trafficking and illegal weapons trade, gang involvement with human trafficking—as one of the world’s fastest growing criminal enterprises—continues to increase. While gang-related offenses typically include violent and property crimes and drug sales, gangs have adapted and continue to evolve by engaging in more clandestine-type criminal activities, such as human trafficking and prostitution, to evade the ever-changing law enforcement and criminal justice landscape. Victims of sex trafficking are often coerced and intimidated into silence to keep the risk of detection at a minimum and profitability at a maximum. With the ease of technology, gangs commonly use the Internet to lure youth into commercial sexual exploitation.

On January 3, 2020, the U.S. Attorney’s Office for the Eastern District of New York charged two members of the Brooklyn-based “Insane Crip Gangsters,” a subset of the Crips street gang, with sex trafficking, sex trafficking conspiracy, and promoting prostitution. Just three days later, the U.S. Attorney’s Office for the Middle District of Pennsylvania announced that a Black P-Stones street gang member was sentenced to 20 years’ imprisonment for heading up a conspiracy that forced or coerced women to engage in prostitution in northeastern Pennsylvania. Reviewing the National Gang Center’s Gang-Related News Articles or Twitter pages, one can see how human trafficking and prostitution cases such as these two examples have become increasingly prevalent over the last decade. Between 1990 and 2010, Global Centurion reported that there were more than 200 cases of gangs involved with human trafficking.

As gangs continue to participate in and profit from human trafficking, it becomes even more important for criminal justice and community organizations to be aware of the connections between the two. Through greater awareness and education, agencies can be better prepared to recognize and support victims, suppress gang involvement, and address other issues at the nexus of gangs and human trafficking.

ROANOKE, Va. – On any given day, there are about 650 people missing in Virginia, according to officials with the state Department of Emergency Management. Of that, more than half are children.

“Missing is tough. For the families, they’re straddling the great divide,” explains Jill Harrington. “They’re trying to maintain hope, but at the same time they’re bracing for the most devastating news.”

Harrington is the founder of Help Save the Next Girl, an organization dedicated to serving missing persons and their families. She is also the mother of Virginia Tech student Morgan Harrington who vanished during a Metallica concert in Charlottesville at UVA on Oct. 17, 2009. Her body was located in a field three months later.

I receive alot of my gangstalkers from Virginia although I hardly ever travel there. They are following me around in nearly all parts of Washington DC wearing Virginia temporary license tags or the Marine license. The Egyptians buried some of their pharaohs with dozens of servants when they died, ensuring that their needs would still be met in the afterlife. Bodies found entombed in bogs across Europe may have been slain as gifts for higher powers. The great civilizations of Mesoamerica killed people, smashed food and sank treasure to pay their debts to their gods.

The ancients could kill you in a million different ways and give you a million different reasons why it needed to be done. In much of the pre-modern world, ritual sacrifice was framed as necessary for the good of the society at large — the only way to guarantee, say, a plentiful harvest or success in war.


But the priests and rulers who sanctioned such killings may have had another motive, a new study suggests. An analysis of more than seven dozen Austronesian cultures revealed that the practice of human sacrifices tended to make societies increasingly less egalitarian and eventually gave rise to strict, inherited class systems. LMPD: Trend shows children make up 70% of Louisville’s missing persons cases

LOUISVILLE, Ky. —
Data from the Louisville Metro Police Department’s missing persons unit shows that, year after year, children consistently make up the highest percentage of missing persons cases filed in Louisville.

"Typically, juveniles will make up 70% of our cases," said Det. Bill Clark, head of the LMPD's missing persons unit. "During COVID, we increased in the amount of missing persons cases we had and I know when I talked to them specifically, a lot of times it was they're stuck at home, they had nothing to do and maybe their home life wasn't great."



So far this year, 821 people have been reported missing in the city. Of those, juveniles make up over 500 of those cases and nearly 300 are adults.

Clark said one of the most progressive tools in their investigations to find them has been sharing flyers across social platforms. With a click of a button, crucial information can be shared to those who do not live in Louisville, but Clark is also reliant on those who do.

"We're very dependent on their family and what they can tell us about their history," Clark said. "We're going to look at the history we have on them; Do they have a history of running away like this? Is there reason to believe there's a danger?"


To date, the unit has cleared 672 cases, which is more than half, like Louisville activist Quintez Brown. He is now safe with his family after being reported missing nearly two weeks ago. But, for Clark, that doesn't mean his job is done.

"If they have something that's going on, I'm going to try and offer them the services or point them in the direction just to see if there's something we can do for them to maybe help their situation," he said.

Each missing persons case, though critical, is also situational. Detectives prepare to search by ground, air and will utilize the FBI and nationwide databases like NamUs to help find someone who is missing. However, local resources show the most success.

"We are very lucky with the media and our homeless shelters, our emergency management," Clark said. "Whenever we need assistance from someone, they always stand up to provide us help, so we're very lucky in the city that we have those sources."

These sources will continue to aid the unit in their quest to find missing individuals, which Clark is confident they'll do.

"I'm optimistic that things are going in the right direction," he said.

LMPD’s missing persons unit, at full staff, is made up of four detectives. Currently, the unit has three working detectives, but with it falling under the homicide division, those detectives provide additional assistance as needed.

The unit works all kinds of missing children cases, many involving exploited children lured into dangerous situations they can't begin to comprehend.

"Seattle does have an extremely severe human trafficking problem," says Agent Burns.

More than 95% of children reported missing in Spain are children of foreign nationals

A report by Spain’s National Centre of Missing Persons of the Secretary of State for Security, part of the Ministry of Interior, has revealed that almost all children reported missing in Spain are of non-Spanish nationality.
