Building a virgin state and virgin capital to its present standard within only 28yrs of existence is a feat worth commending. Onitsha, Aba, Owerri, and Enugu are old cities that Ebonyi people contributed to developing before they were given a new state and new capital and yet they didn't disappoint within the shortest period of time.

What you have there in Statisense is the percentage of people that have 5 credits and above relative to the total number of people that say for the exams.

Those data was derived from the NBS data which was released in this August by NBS.

The chart I shared you is the actual count of students that sat for those exams and those that passed with 5 credits and above.

For example, it is seen that more SW students have 5 credits and above than every other region in Nigeria. Infact Lagos, Oyo, and Ogun make up the first 4 states that got the highest number of students that passed WAEC.

However, if you look at the data by percentage which is what Statisense did, states in the SS & SE have more percentage of student that passed more than the SW.

Both metrics is good based on what you chose to do with the data.
