A lot of people actually don't know why Obi was impeached in Anambra. The house of assembly inflated the budget to build a government house. He refused to approve the budget and reduced it to what he thinks can build the house. They didn't pass the bill so he took same amount of funds and delivered an architectural masterpiece. This was why the courts returned him after his impeachment because he did no wrong
