I agree with you but at the same time believe that the government is still to blame. Humans globally, regardless of nationality, tend to exploit loop holes wherever they find such. Unfortunately, there are too many loopholes in our system that even government officials exploit and that's why we are where we are.

Its the basic duty of government to make, interpret and enforce laws. Block all loopholes, punish all offenders when caught and watch as things turn around.
