This is what the website says.

In general, you are a Canadian citizen if you were born in Canada.

You are not a Canadian citizen if you were born in Canada and at the time of your birth, your parents were neither Canadian citizens nor permanent residents, and  at least one parent had diplomatic status in Canada.

Notice that the key word here is AND. Just like the AND gate in computer science

In other words, if you were born in Canada and at the time of your birth your parents were diplomat, then you aren't a Canadian Citizen.

If parents are on visa, the child is still a Canadian Citizen. But if one of the parent has a diplomatic status then the child isn't a canadian Citizen.
