Nope. The Presidency cannot legally order the release of funds that have not been appropriated. NOI knew this fact which is why she clearly added two caveats; "to be appropriated' and "because of the urgency of the request". She was wrong for seeking approval of unappropriated funds, whether verbally or in writing. janellemonae: |

chukwudi44:Lwkmddddddd too ,my guy even the weapons they bought to cover up the fleecing were obsolete. If I give you 50000 USD to buy a state of the art ambulance and you quaff 45000 USD and use 5000 USD balance to buy a rickety ambulance: is that purchase?Abegi lets get serious.India bought 354 brand new T90 tanks with just 1.5 bill USD but Naija bought(Ofcourse they did not buy but stole most of the money) an insignificantly lesser number of older model refurbished tanks with almost that amount. |

chukwudi44: Trash. That, below, is Dokpesi who confirmed receiving the funds, in court. The prosecution led by Mr. Rotimi Jacobs (SAN), accused the defendants of receiving, N2.1bn (from the $2.1b under investigation) from the office of the National Security Adviser between October 2014 and March 19, 2015 for the Peoples Democratic Party’s presidential media campaign in breach of provisions of the Public Procurement Act, Money laundering Act and the EFCC Act. http://saharareporters.com/2015/12/09/ait-owner-dokpesi-arraigned-abuja-federal-high-court-money-laundering #JonaMustFaceJustice 1 Like

Most people's comments show they don't understand the implications of this letter. If NOI seeks, gets approval and disbursed money that is "to be appropriated" makes her complicit in the looting of the treasury, arms scandal aside. Maybe some people need to really check the meaning of "to be appropriated". |

Goke7:Talk about the pot calling the nigger black else you would have explained to Nigerians here the culpability of NOI releasing funds for arms procurement and Dasuki deciding to divert these funds elsewhere. How is it her problem? Except you desperately want to witchunt her in the grand scheme of daura dulllard's senility and APC hypocrisy especially in the back drop of Amaechi,Sylva,Fashola,Rochas etc heinous corruption and money laundry crimes. |

Our money ought not to used for wrong reasons. I wish Hausa did not bring BH on Nigeria. BH has gulped most of Nigeria finance and dented our image. I wish Hausa did not bring BH. |

My country Nigeria is such a useless one. The way classified document are surfacing main stream media etc is alarming and that is to show how porous our country is. imagine boko haram can even know what the president is going to have for dinner; just the other day SR posted the cost of PMB oversea trip and even stated that he(PMB) will be traveling to SA in some days time which was true. i just wonder why this administration will not kick the ground running for citizens to benefit from their change agenda. am sick and tried of all this rubbish. |

Ngozi Okonjo Iwela as the then finance minister owe her allegiance of office to the Nigeria president and no one else. She'd ask for clarification and got approval, that's the basic principle. Under her the economy wasn't this bad. |
