NOI goofed by seeking Jonathan's approval for funds that were not appropriated (despite knowing it was wrong) by the National Assembly. Its that simple.

Lets even ignore the fact that she irresponsibly and expressly washed her hands off the monitoring of the funds.

Excerpts from the letter she wrote to Jonathan;


“This letter is to seek your approval to borrow these funds, for now, to disburse to the NSA. These funds form part of the projected Federal Government Independent Revenue, to be appropriated, in the light and for accountability, given the peculiar nature of security and intelligence transactions, we would expect the NSA to account to Your Excellency for the utilisation of the funds,” she concluded.

...and the wicked looter approved the funds at the cost of thousands of innocent lives.

She should just admit her mistake and apologize to Nigerians.
The problem I have is that you people ignored Buhari who disbursed ten times the amount of money involved in this case to the bailout packages for states without approval from the NASS!! What sort of hypocrisy is this?

Nope. The Presidency cannot legally order the release of funds that have not been appropriated.

NOI knew this fact which is why she clearly added two caveats; "to be appropriated' and "because of the urgency of the request".

She was wrong for seeking approval of unappropriated funds, whether verbally or in writing.

Most people's comments show they don't understand the implications of this letter.

If NOI seeks, gets approval and disbursed money that is "to be appropriated" makes her complicit in the looting of the treasury, arms scandal aside.

Maybe some people need to really check the meaning of "to be appropriated".

It's ridiculous for any serious govt that understand the need for judicial process to go on the pages of newspaper scandalise its predecessor.. This APC govt sucks, you don't trial corrupt cases on the pages of newspaper. Your evidence has no value in the public space but in the court of law. APC should know that there is a limit to propaganda and a continuation of this harmful habit will further box the govt into tighter corners leading to more lies and desperate measures.

Please, it's a normal practice for the finance minister to seek for the president approval on carry out fund transfers or disbursement and to make it look criminal is the height of irresponsibility by this govt. They should carry out their investigation discreetly and go to the court with a water tight case rather than go to the public anytime they stumble on a piece of evidence. This is a charade, a mockery of our intelligent agencies.

No serious govt will come out to ridicule its predecessor with empty allegation as this. There is absolutely nothing wrong in the letter, it's in order and Buhari will also approve such letters just like he approved the bail out funds, emergency funds for the IDPs. Let stop playing politics with virtually everything in our national life.

My country Nigeria is such a useless one. The way classified document are surfacing main stream media etc is alarming and that is to show how porous our country is. imagine boko haram can even know what the president is going to have for dinner; just the other day SR posted the cost of PMB oversea trip and even stated that he(PMB) will be traveling to SA in some days time which was true. i just wonder why this administration will not kick the ground running for citizens to benefit from their change agenda. am sick and tried of all this rubbish.

We are not talking because part of the bail out fund by PMB was used to pay your salary or you would not have megabytes to spew the trash you are vomiting.And we know the bailout for the military by GEJ was shared by thieves including some in the military that bought obsolete weapons to cover up.

Ngozi Okonjo Iwela as the then finance minister owe her allegiance of office to the Nigeria president and no one else.

She'd ask for clarification and got approval, that's the basic principle.
